MOREHEAD, Ky. — An Ezel man is being held in the Rowan County Detention Center on multiple felony charges involving a minor, according to information published on the detention center's inmate roster.

The inmate roster identifies Justin Ross, 35, of Ezel, Kentucky, as having been booked into the Rowan County Detention Center at approximately 4:38 p.m. on June 23, 2026. The arresting agency is listed as the West Liberty Police Department.

According to the detention center records, Ross is facing the following charges:

  • Use of a Minor Under 18 in a Sexual Performance

  • Procuring or Promoting the Use of a Minor by Electronic Means

  • Endangering the Welfare of a Minor

  • Incest

The roster indicates all charges are currently listed as open.

Detention center records further show Ross is being held on a $500,000 cash bond in connection with a case originating in Morgan County.
