A Morehead man was arrested Tuesday morning on multiple charges stemming from an alleged domestic violence incident, according to records from the Rowan County Detention Center.

Johnny E. Skaggs, 36, of Morehead, was booked into the Rowan County Detention Center at approximately 10:26 a.m. on Tuesday, July 28, 2026.

According to detention center records, Skaggs has been charged with:

  • Strangulation, First Degree (Domestic Violence Related)

  • Assault, Fourth Degree (Domestic Violence) – Minor Injury

The charges are currently listed as open. Jail records indicate the arrest was made by the Rowan County Sheriff's Office. At the time of booking, no bond amount was listed in the detention center's online records.
