MOREHEAD, Ky. (October 27, 2026) — Kentucky State Representative Richard White (R-Morehead) has announced that he has received the endorsement of Humane World Action Fund, a national political advocacy organization dedicated to strengthening animal protection laws and combating animal cruelty.

White, who represents Kentucky's 99th House District, which includes Rowan, Morgan, and Elliott counties, shared the announcement Tuesday on his Facebook page.

“Honored to have the endorsement of the Humane World Action Fund! I’m proud of the work we’ve done to strengthen animal protections across Kentucky, and I’ll continue working to remove unnecessary barriers so more shelter animals can find safe, loving homes,” White wrote.

The endorsement comes as White seeks reelection in the November 3 general election.

About Humane World Action Fund

Humane World Action Fund, formerly known as the Humane Society Legislative Fund, is the political advocacy affiliate of Humane World for Animals, previously known as the Humane Society of the United States.

Established in 2004, the organization works to influence legislation and public policy concerning animal welfare at both the state and federal levels.

Its priorities include strengthening animal cruelty laws, improving protections for companion animals and wildlife, and supporting candidates who demonstrate a commitment to animal welfare.

Although the organization supports political candidates, it identifies itself as nonpartisan, evaluating Republicans, Democrats, and independents based on their records and positions regarding animal protection rather than political affiliation.

Animal Protection in Kentucky

White's announcement highlights efforts to strengthen animal protections in Kentucky while reducing obstacles that may prevent animals in shelters from finding permanent homes.

Animal welfare legislation can address a variety of issues, including cruelty prevention, shelter operations, responsible pet ownership, and adoption procedures.

While White credited his legislative work on animal protection issues, his announcement did not identify specific bills or votes that contributed to the endorsement.

The endorsement is also listed in Ballotpedia's 2026 election records.
