MOREHEAD, Ky. — State Representative Richard White (R-Morehead), who represents Kentucky's 99th House District, has received recognition from the Kentucky Student Rights Coalition (KSRC) as a “Higher Ed Champion” for his support of student rights in higher education.

White announced the recognition in a Facebook post over the weekend, expressing appreciation for the honor and reaffirming his commitment to Kentucky students.

“I'm proud to be recognized by the Kentucky Student Rights Coalition as a Higher Ed Champion,” White wrote.

“My commitment to promoting policies that support Kentucky students and ensuring every student has the opportunity to succeed remains steadfast.”

The announcement included a graphic prepared by the coalition featuring White alongside the Kentucky State Capitol and highlighting three priorities: free speech, due process, and educational opportunity.

Protecting Student Rights in Higher Education

The Kentucky Student Rights Coalition identifies the protection of student rights at Kentucky's colleges and universities as a central part of its mission.

According to the recognition graphic, the coalition emphasizes three areas of higher education policy:

  • Free Speech: Protecting students' ability to express their opinions, beliefs, and viewpoints on college campuses.

  • Due Process: Supporting fair procedures when students face disciplinary proceedings or other actions affecting their educational standing.

  • Educational Opportunity: Promoting policies intended to provide students with opportunities to pursue and complete their education.

The coalition's recognition of White reflects its assessment of his support for these principles.

The announcement did not identify specific pieces of legislation, individual votes, or other criteria used to select White for the designation.

The recognition is presented by the Kentucky Student Rights Coalition rather than being an official award of the Kentucky General Assembly.

Representing Rowan, Morgan, and Elliott Counties

White has represented Kentucky's 99th House District, which includes Rowan, Morgan, and Elliott counties, since 2020.

A Morehead businessman and owner of Richard White Wood Products, Inc., White has served on several legislative committees addressing business development, natural resources, energy, and tourism.

According to the Kentucky Legislative Research Commission, White currently serves as vice chairman of the House Natural Resources and Energy Committee. He also serves on the House Small Business and Information Technology Committee and the Tourism and Outdoor Recreation Committee.

Although higher education is not among his current standing committee assignments, education legislation remains an issue on which members of the General Assembly may participate through debate and voting.

Higher Education's Importance to the Region

Higher education remains particularly important to the 99th District, which is home to Morehead State University.

The university serves students from across eastern Kentucky and beyond, providing undergraduate and graduate education, workforce preparation, and opportunities for students seeking to build careers throughout the Commonwealth.

State legislative decisions concerning higher education can affect university operations, student policies, institutional funding, and the educational opportunities available to Kentucky families.

Discussions surrounding campus free speech, disciplinary procedures, and access to educational opportunities have also become part of broader policy debates in Kentucky and across the nation.

White's recognition comes amid those ongoing discussions about the responsibilities of public colleges and universities and the rights of the students they serve.

Another Recognition for White

The Higher Ed Champion designation follows another recent recognition for the Morehead legislator.

Earlier this month, White announced that he had been recognized as a “Taxpayer Defender” by Americans for Prosperity–Kentucky, an advocacy organization that promotes limited government and taxpayer-focused policies.

Both recognitions come from organizations that evaluate or recognize public officials according to their own policy priorities.

With the latest announcement, White emphasized that supporting Kentucky students and helping ensure they have opportunities to succeed remain important commitments.
