MOREHEAD, Ky. — State Representative Richard White (R-Morehead), who represents Kentucky's 99th House District, has received recognition from Americans for Prosperity–Kentucky (AFP-KY) for his efforts to address housing affordability through proposed changes to zoning regulations and construction permitting procedures.

White announced the recognition Tuesday in a Facebook post featuring a graphic identifying him as a “Policy Champion” for housing.

“Housing costs are crushing Kentucky families,” White wrote. “This past session, I stepped up to tackle the zoning red tape and permitting delays that drive up the cost of housing.”

White said he intends to continue supporting policies aimed at reducing government regulations, removing obstacles to residential construction, and making housing more affordable for Kentucky families.

The recognition highlights White's involvement in housing-related legislation during the 2026 Kentucky General Assembly session.

White Sponsored Legislation to Streamline Housing Permits

One of White's principal legislative efforts during the 2026 session was House Bill 530, a proposal designed to accelerate government permitting decisions and reduce regulatory obstacles for residential development.

The legislation proposed requiring permitting authorities to issue decisions on applications within 60 days. Under the bill, permits would generally be automatically approved if authorities failed to act within that period.

The measure also included provisions allowing qualifying housing developments that complied with local planning regulations to proceed without additional discretionary approval.

Other provisions addressed construction inspections, third-party reviews, and legal challenges involving permitting decisions.

Supporters of such reforms argue that lengthy approval processes and regulatory uncertainty can increase construction costs, discourage development, and ultimately contribute to higher housing prices.

House Bill 530 was introduced January 30, 2026, but did not receive final legislative approval. Its last recorded action was March 13, when it was returned to the House Local Government Committee.

White also joined other lawmakers in sponsoring House Bill 617, which sought to modify certain planning and zoning requirements affecting residential development, including parking requirements, residential lot restrictions, and housing development in commercial areas.

That legislation likewise remained in committee at the conclusion of the session.

About Americans for Prosperity–Kentucky

Americans for Prosperity is a national conservative advocacy organization that promotes limited government, lower taxes, reduced regulations, and economic opportunity.

Its Kentucky chapter has made housing affordability one of its legislative priorities, supporting proposals intended to encourage construction and increase the availability of homes.

During the 2026 legislative session, AFP-KY advocated for housing reforms, including Senate Bill 9, which contained provisions intended to encourage residential development.

The organization criticized lawmakers after the broader housing reform effort failed to gain final passage.

The “Policy Champion” designation reflects the organization's support for White's legislative efforts and is not an official honor awarded by the Kentucky General Assembly.

Second Recognition This Month

The housing recognition follows another acknowledgment White received from Americans for Prosperity–Kentucky earlier this month.

On October 10, White announced that the organization had recognized him as a “Taxpayer Defender” for his legislative voting record and support of policies emphasizing limited government and taxpayer protections.

The Morehead Minute previously reported on that recognition.

Housing Affordability Remains a Concern

Housing affordability continues to be a significant policy issue in Kentucky, where prospective homeowners and renters face challenges related to construction costs, housing availability, and household expenses.

Although advocates of regulatory reform believe streamlining permitting and zoning requirements could encourage additional housing development, affordability is also influenced by factors such as land prices, labor and material costs, mortgage interest rates, and local housing demand.

The effectiveness of proposed regulatory changes will depend on their implementation and whether they ultimately produce additional affordable housing.

White has indicated that he intends to continue advocating for legislation addressing those concerns.

Representing the 99th District

White has represented Kentucky's 99th House District, which includes Rowan, Morgan, and Elliott counties, since 2020.

A Morehead businessman and owner of Richard White Wood Products, Inc., White serves as vice chairman of the House Natural Resources and Energy Committee and holds positions on other legislative committees.

His latest recognition comes as housing affordability remains part of the broader discussion about Kentucky's economic future and the ability of working families to purchase homes.
