Recalls are becoming a regular part of grocery shopping—but the reasons are more complicated than they appear

Nearly every week, Americans are warned to examine something in their refrigerators, freezers, pantries or medicine cabinets.

Eggs may contain Salmonella. Lettuce may be connected to a parasite outbreak. A seasoning mix may contain an undeclared allergen. A frozen meal may contain pieces of plastic or glass. Imported meat may have entered the country without required federal inspection. A food label may fail to disclose milk, peanuts, wheat, soy or eggs.

By the time one warning disappears from the news, another often takes its place.

During the first seven months of 2026, recalls and public-health warnings have involved eggs, lettuce, infant formula, cheese, powdered dairy ingredients, frozen fruit, seasonings, dietary supplements, candy, prepared meals, meat products and children’s food.

It raises an understandable question:

What is happening to America’s food supply?

Are food companies becoming more careless? Has modern food processing created new dangers? Are imported ingredients slipping through inadequate inspections? Or are authorities simply becoming better at finding problems that once went undetected?

The evidence suggests that there is no single cause. America’s recurring recalls are the result of several overlapping problems: a vast and highly centralized food system, increasingly complicated supply chains, preventable labeling mistakes, contamination at farms and factories, imported ingredients, weaknesses in federal oversight—and better technology that is identifying hazards that might have been missed years ago.

First, a recall does not always mean people became sick

The word “recall” can create the impression that a product has already caused an outbreak. That is not necessarily true.

Some recalls begin after illnesses are reported and investigators connect patients to a particular food. Others begin after routine testing discovers bacteria in a product or processing facility. A company may also recall food after finding a labeling error, a packaging defect or a foreign object—even when no injuries or illnesses have been reported.

There are also important differences between a formal recall, a market withdrawal and a public-health alert.

A recall generally involves removing a potentially dangerous or improperly labeled product from commerce. A public-health alert may be issued when officials believe unsafe food could still be in people’s homes but a traditional recall cannot be completed, perhaps because the product is no longer available for purchase. A market withdrawal can involve a less serious problem or a precautionary removal.

That means the number of notices alone does not tell us how many Americans became sick—or whether the food supply is objectively more dangerous than it was ten or twenty years ago.

Nevertheless, the volume and variety of recent warnings reveal genuine weaknesses in the way food is grown, processed, labeled and distributed.

Better detection is uncovering problems that once remained hidden

One reason Americans hear about more outbreaks today is that scientists are better at finding them.

Federal and state laboratories now use technology known as whole genome sequencing to examine the genetic fingerprint of bacteria found in sick patients, food products and manufacturing facilities. Investigators can compare those fingerprints and determine whether illnesses occurring hundreds or thousands of miles apart may have originated from the same source.

The FDA has acknowledged that advances in whole genome sequencing and other forms of pathogen testing allow authorities to detect smaller outbreaks than they could identify in the past. Those improvements have likely increased the number of multistate outbreaks that are recognized and investigated.

In other words, an increase in reported outbreaks does not automatically mean that contamination suddenly appeared. Some of it may have existed previously without anyone connecting the cases.

Before advanced genetic testing, one person might become sick in Kentucky, another in Ohio and another in Michigan. Unless a large number of patients visited doctors and public-health officials noticed a pattern, the illnesses might never have been linked.

Today, genetic evidence can reveal that patients in several states were infected by nearly identical strains of Salmonella, Listeria or E. coli.

Better detection is good news. It means contaminated products can be identified and removed more quickly.


But it also reveals how easily a single contamination event can travel through the modern food system.

One facility can supply products sold under dozens of names

Food production has become increasingly centralized.

A single processor may manufacture food for numerous grocery chains, restaurant systems and private-label brands. The products may appear unrelated on store shelves even though they originated at the same plant or used the same ingredient supplier.

That is why one contamination incident can trigger what appears to be a long list of separate recalls.

A powdered milk ingredient, for example, may be sold to several manufacturers. Those companies may use it in drink mixes, chocolate products, seasonings or prepared foods. If Salmonella is later detected at the original supplier, every downstream company that used the affected ingredient may have to issue its own recall.

The same principle applies to produce.

Lettuce from one growing region may be washed, cut and packaged by a large processor, then distributed to retailers, restaurants and institutional kitchens under numerous names. If the lettuce becomes contaminated at the farm, during washing or in the processing facility, the consequences can spread across multiple states before anyone realizes there is a problem.

Centralization makes food cheaper and distribution more efficient. It also means that one failure can affect millions of packages.

The July 2026 recall involving Midwest Poultry Services illustrates the enormous scale of modern distribution. More than 1.5 million dozen eggs were included in the recall because of possible Salmonella contamination. A problem involving one producer can therefore reach households across a large geographic area.

Modern consumers expect food to be prepared for them

The way Americans purchase food has also changed.

Consumers increasingly buy foods that have already been washed, chopped, sliced, mixed, cooked or packaged for convenience. Grocery stores now contain bagged salads, cut fruit, prepared sandwiches, frozen meals, meal kits, refrigerated pasta salads and ready-to-eat snacks.

Every additional stage of handling creates another opportunity for contamination.

A whole head of lettuce usually passes through fewer processing steps than a bag containing chopped lettuce mixed with several other vegetables. A whole chicken has fewer ingredients and labels than a prepared frozen chicken meal containing sauce, breading, seasoning and dairy products.

Processing is not inherently dangerous. Reputable manufacturers use sanitation procedures, temperature controls, testing programs and preventive food-safety systems.

The problem is that when one control fails, machinery and production lines can distribute contamination throughout an entire batch. Mixing ingredients may also spread a contaminated component into thousands of packages.

Equipment can introduce metal, plastic, rubber or glass. Inadequate cleaning can allow bacteria to survive in drains, conveyor systems, slicers or hard-to-reach areas. A worker may load the wrong packaging onto a production line. A supplier may provide an ingredient that differs from what appears on the label.

The convenience of modern food production has created a system with more opportunities for mistakes—and much greater consequences when they occur.

Many recalls are caused by labels, not bacteria

Although pathogen outbreaks receive the greatest attention, undeclared allergens remain one of the most frequent reasons food is recalled.

Federal regulators have repeatedly identified undeclared allergens as a leading cause of serious food recalls.

A product may contain milk but fail to list milk on the label. A sauce packet may contain soy, wheat or sesame. A manufacturing line may switch from one product to another without receiving the correct package. A supplier may change an ingredient without the final manufacturer updating its label.

For most consumers, a missing ingredient may seem like a minor paperwork problem.

For someone with a severe food allergy, it can be life-threatening.

Labeling recalls are also among the most preventable. They frequently result from failures involving packaging controls, ingredient verification, employee training or communication between suppliers and manufacturers.

When a company recalls a product because it contains an undeclared allergen, it does not necessarily mean the food was contaminated in a dirty facility. It may mean the correct food was placed in the wrong package.

Nevertheless, that mistake can be just as dangerous as bacterial contamination to the person who unknowingly consumes it.

America’s food supply is now international

Another major change is the globalization of food.

The United States imports approximately 15 percent of its overall food supply. Imported products account for roughly 32 percent of fresh vegetables, 55 percent of fresh fruit and 94 percent of seafood consumed in the country.

Those foods and ingredients arrive from more than 200 countries and territories and from tens of thousands of foreign facilities and farms.

Imported food must comply with American safety requirements. However, overseeing such a vast international supply network presents obvious difficulties.

Different countries may have different sanitation systems, agricultural practices, water-quality controls and enforcement capabilities. Food may pass through several brokers, processors and distributors before reaching an American store.

Fresh produce presents a particular challenge because fruits and vegetables are often eaten raw. Unlike meat that can be cooked to destroy many pathogens, lettuce, herbs, berries and other produce may reach the consumer without a final “kill step.”

Contaminated irrigation water, fertilizer, flooding, wildlife, field workers, harvesting equipment or wash water can introduce microorganisms before the food enters a processing plant.

Imports are not inherently less safe than domestic food. American-grown products have also caused serious outbreaks. But the size and complexity of the international system make inspection, traceability and rapid response more difficult.

The federal food-safety system is divided

Food regulation in the United States is not handled by one unified agency.

The FDA oversees most foods, including produce, seafood, dairy products, packaged foods and dietary supplements. The USDA’s Food Safety and Inspection Service oversees meat, poultry, processed egg products and certain other commodities. The Centers for Disease Control and Prevention tracks illnesses and outbreaks. State and local health departments also conduct testing and investigations.

The Government Accountability Office has warned for years that America’s fragmented food-safety system can produce inconsistent oversight, ineffective coordination and inefficient use of government resources.

Federal food-safety oversight has remained on the GAO’s list of high-risk government programs since 2007.

Consider the division from a consumer’s perspective: the FDA regulates eggs while they remain in their shells, but the USDA regulates certain processed egg products. The FDA regulates cheese on a frozen pizza, while the USDA may regulate the pizza if it contains a sufficient amount of meat.

That divided authority can complicate responsibility, data sharing and outbreak investigations.

The GAO has repeatedly called for a coordinated national food-safety strategy. Yet the country continues to operate under a collection of laws and agencies that developed over many decades.

Are companies processing food differently?

In many cases, yes.

Food manufacturing now relies on faster production lines, larger batches, automated equipment, imported ingredients and national distribution networks. A product may contain ingredients sourced from several states or countries.

Food is also increasingly sold under private labels. The name on the package may belong to a supermarket or restaurant rather than the company that actually manufactured the item.

These changes are not proof that modern processing is less safe. Automation can reduce human contact, improve temperature controls and produce more consistent sanitation.

However, large-scale processing magnifies the impact of errors.

A local butcher making a mistake may affect several customers. A national processor making the same mistake may affect customers in 30 states.

The modern system therefore produces a troubling contradiction: technology can make food safer, but scale can make failures much larger.

Is the number of recalls itself evidence that the system is failing?

Not always.

A recall can be evidence that a safety system worked.

Testing detected a pathogen. A company discovered the wrong label. Investigators linked an outbreak to a source. A distributor identified an imported product that missed required inspection.

The alternative—leaving a dangerous product on the market—would be worse.

However, repeated recalls involving the same categories of failure should not simply be accepted as the unavoidable cost of doing business.

When undeclared allergens remain a leading cause of recalls year after year, the problem is not scientific mystery. It is frequently a failure of basic manufacturing and labeling controls.

When the same pathogens repeatedly appear in eggs, poultry, leafy greens, dairy powders and ready-to-eat foods, the country must examine whether preventive measures are strong enough.

A successful recall protects consumers after something has gone wrong. A successful food-safety system should prevent as many of those failures as possible.

What can food companies do?

Manufacturers and agricultural producers cannot eliminate every risk, but they can reduce it substantially.

Companies should maintain strict controls over suppliers, verify ingredients, test processing environments and separate allergenic ingredients from other products. Packaging and labels should be electronically verified before production begins.

Facilities should routinely test areas where bacteria can survive, including drains, conveyor belts, cutting equipment and refrigeration systems. Employees need the authority to stop production when they identify a problem without fearing punishment for slowing the line.

Produce growers must protect irrigation and wash water from contamination. Animal operations must strengthen biosecurity, sanitation and testing. Importers must verify that foreign suppliers meet American safety requirements rather than relying solely on paperwork.

Traceability must also improve.

Investigators should be able to determine quickly where a product originated, which facility handled it, which ingredients were used and where every affected lot was shipped.

Too often, that process still requires sorting through invoices, shipping records and incompatible computer systems while contaminated food remains in people’s homes.

What should government do?

The federal government should treat food safety as essential public-health infrastructure.

That means providing enough trained inspectors, laboratory personnel, epidemiologists and outbreak investigators to oversee both domestic and imported food.

Federal agencies should share information rapidly and operate under a unified national food-safety strategy. Inspections should concentrate on facilities and products that present the greatest risk rather than simply meeting numerical targets.

Regulators should also examine companies with repeated recalls more aggressively. A single mistake may be an accident. Repeated failures may indicate a deeper problem involving management, sanitation, training or company culture.

Finally, the government should communicate recalls in a way ordinary consumers can understand.

Warnings should clearly identify the product, package size, lot number, expiration date, stores and affected states. Photographs should be provided whenever possible. Consumers should not have to search through several agency websites to determine whether food in their kitchen is safe.

How can families protect themselves?

Americans should not have to raise their own livestock or grow every vegetable they eat to feel safe. No household can completely eliminate foodborne risk, but several habits can reduce it.

Consumers should regularly check official recall notices from the FDA and USDA instead of relying entirely on social-media posts. Recall warnings are sometimes shared without the affected lot numbers or expiration dates, causing unnecessary alarm.

Refrigerators should remain at 40 degrees Fahrenheit or below, and freezers should remain at zero degrees. Raw meat should be kept separate from produce and ready-to-eat foods.

Hands, utensils and cutting boards should be washed after handling raw meat, poultry, seafood or eggs. Consumers should not rinse raw poultry because splashing water can spread bacteria around the kitchen.

Meat should be cooked to a safe internal temperature and checked with a food thermometer. Leftovers should be refrigerated promptly.

Produce should be rinsed under running water, even when it will be peeled. Soap and household chemicals should not be used on food. Washing reduces dirt and some microorganisms but cannot guarantee that contaminated produce will be safe.

People with serious food allergies must read labels every time they purchase a product, even if they have bought it previously. Recipes and manufacturing facilities can change.

Consumers should also keep receipts or use store loyalty accounts when possible. Retailers may use purchasing records to notify customers who bought recalled food.

Most importantly, people should take symptoms seriously. Severe or persistent diarrhea, bloody stool, high fever, dehydration, repeated vomiting or symptoms following consumption of a recalled product may require medical attention.

Young children, pregnant women, older adults and people with weakened immune systems face a greater risk of severe illness from certain foodborne pathogens.

Growing your own food is not a complete guarantee

Locally grown and home-raised food can reduce dependence on large processing networks, but it is not automatically free from risk.

A home garden can be contaminated by unsafe water, animal waste or improper handling. Backyard poultry can carry Salmonella even when the birds appear healthy. Home-canned food can cause botulism if proper pressure-canning procedures are not followed. Raw milk and unpasteurized products can contain dangerous pathogens.

The safest approach is not simply “industrial food bad, homegrown food good.”

Safety depends on sanitation, proper handling, temperature control, clean water, healthy animals and proven preservation methods—regardless of whether food comes from a national company or a family garden.

The larger issue is trust

Americans depend on a food system that few fully understand.

Most consumers do not know which farm grew their lettuce, which company packed their store-brand salad, which country produced an ingredient or how many facilities handled a frozen dinner before it reached the grocery store.

That system provides remarkable abundance. Foods once available only seasonally can now be purchased throughout the year. Stores carry products from around the world. Prepared meals save families time and make food more accessible.

But convenience requires trust.

Consumers trust farms to use clean water. They trust factories to sanitize equipment. They trust suppliers to disclose ingredients. They trust companies to use the correct labels. They trust inspectors to enforce the law. They trust government agencies to warn them when something goes wrong.

Every preventable recall weakens that trust.

The frequency of recent warnings should not cause panic, nor should it lead Americans to believe that everything in the grocery store is unsafe.

It should, however, force a serious conversation.

A recall is the final alarm—the point at which a problem has already entered the food supply.

The greater question is how many of those alarms could have been prevented before a product ever reached the public.

America does not need fewer warnings if danger exists.

It needs fewer reasons to issue them.
